Job Description

Reporting to Procurement Manager, the Contract Manager is responsible for:

  • Lead the form of contract compliance and execution for construction fit out, professional service agreements and supplier contracts.
  • Lead the process for contract administration notices, develop tracking tool to ensure our obligations under the contract are being satisfied.
  • Lead the development of cost management reporting, tools and measures to be adopted across the development programme.
  • Lead the required scope of works in our supply chain (e.g.: Project Manager’s obligations contractually and QS obligations commercially)
  • Lead to ensure the payment to be carried out according to the right completed items and following the project payment schedule
  • Lead to ensure the costs of the projects do not exceed the estimated budget limit
  • Lead to manage all the costs associated with the construction of the project, from the initial calculation to the final figure. Seeking to reduce the costs of a project and improve value for money, while still meeting standards and quality requirements, complying with the Construction Law.
  • Lead in review and validation of project cost estimates through benchmarking and best practice for both our investment requests and for general contract servicing.
  • Lead in settlement of final accounts and contract precedent obligations for close out.
  • Lead in resolving contractual and commercial disputes.
  • Lead cost management, commercial reporting, budgetary control, cash flow reviews and forecasting for the projects.

  • Support pre-qualification, tender analysis and review process for consultants and contractors.
  • Support in tender recommendation process.
  • Support the determination of the project procurement strategy.
  • Support the implementation processes and systems to provide strict monitoring and reporting of programme / project finances and early warning of potential overspend or delays.
  • Support during internal and external costs audit as required
  • Support in form of procurement route and selection of building contract as appropriate and liaison with external legal consultants on legal and any litigation matters
  • Support in the implementation and management of the change control process, such that there is rigorous control of program level change, controls and visibility.

Job Requirement

Education:  

  • Bachelor Level  

  • High School Diploma  

Seniority: 

  • Over 3years in purchasing, contract and costing and budgeting exposure.  

  • Over 3 years working for construction tendering and development, primarily in commercial and contract capacity on consultant quantity surveying, contractor and client perspectives.  

  • Expert in commercial negotiation with understanding of negotiation drivers. 

Language:   

  • Vietnamese  

  • English  

Office skills:  

  • Advance computer literacy especially in Microsoft office.

  • Strong analytical, strategic, and tactical abilities.

Attitude:  

  • Ensure effective communication for stakeholder alignment and management.  

  • Receptive to new ideas and changes.  

  • Meticulous and attention to details. 

  • Hands on teamwork and support for the team as required.
